Stan Payne previously served as CEO of the Canaveral Port Authority and Deputy Executive Director of the Virginia Port Authority during periods of transfo rmation and great growth of Port good paper writing service Canaveral and the Port of Hampton Roads, respectively.

Mr. Payne’s career also includes leadership of the private terminal operations at the Port of Richmond, Virginia, at the time a model of success for smaller ports across the country.

Stan is perhaps one of the only individuals in the maritime industry with experience in a large container port, a large cruise port, with a private marine terminal operator, and with a shipper, where he was responsible for moving thousands of containers from Asia.

Between his stints at the Virginia Port Authority and Canaveral Port Authority, Mr. Payne spent considerable time in private industry at senior levels with the world’s largest furniture companies and, uniquely, is perhaps one of the only individuals in the maritime industry with experience in a large container port, a large cruise port, with a private marine terminal operator, and with a shipper, where he was responsible for moving thousands of containers from Asia.

From 2004-2013, Mr. Payne led this government agency in responsibilities of Chief Operating Officer and Chief Marketing Officer, eventually being merged into his role of Chief Executive Officer.

Vice President, Law and Administration | Director of Legal Affairs/Deputy General Counsel

LifeStyle Furnishings International Ltd. / Lexington Home Brands (High Point, NC) Responsible for legal affairs of 11 major operating divisions. Position expanded with Lifestyle-spinoff Lexington Home Brands to include Law, Transportation and Logistics, Customer Service and Licensing (well-known licensing partners included Tommy Bahama, Nautica, Trump, and Liz Claiborne, among others).

Key Accomplishments:

  • Spearheaded complete restructuring of relationships between sales force and five major divisions.
  • Orchestrated termination of over 4000 dealers from product distribution, with no resulting litigation.
  • Developed and coordinated implementation of pricing, advertising, distribution and Internet policies for major divisions.
  • Many of these policies and protocols are still in widespread use throughout industry today.
  • Managed all litigation worldwide. Major success achieved in restricting the unauthorized distribution of products.

Corporate Vice President, Secretary, and General Counsel

Bassett Furniture Industries, Inc. (Bassett, VA)
Managed two-attorney legal department; responsible for all legal, legislative, and regulatory matters for the 5300-employee company with 43 plants throughout the country. Also served as Corporate Secretary; responsible for corporate governance and SEC matters for $530M publicly-traded corporation. Only litigation was routinely referred to outside counsel.

Key Accomplishments:

  • Member of team that developed one of industry’s first manufacturer’s retail store programs, “Bassett Direct Plus”.
  • In addition to Legal Department, coordinated corporate environmental/safety functions in a heavily-regulated industry.
  • Litigation management ranged from product liability for death and serious injury from cribs and bunk beds to multi-million bankruptcy claims to EEO-related claims and lawsuits, across multiple jurisdictions.

Deputy Executive Director

Virginia Port Authority (Norfolk, VA) 
The Virginia Port Authority (VPA) owns and operates one of the world’s busiest marine terminal complexes. Began as General Counsel, rapidly adding management responsibilities in becoming industry’s youngest Deputy Executive Director. Port cargo volume doubled during his tenure, and with this foundation laid, has tripled since. Key Accomplishments:

  • Negotiated and coordinated the nation’s first ever cost-sharing agreement between a state and federal government for a major harbor-deepening project. The project, a 50-foot channel, remains one of the few in the United States. (Innovative financing saved $437 k and resulted in the highest award under the Governor’s Employee Suggestion Program)
  • Restructured 120-strong port police department, resulting in lowest cargo theft rate in industry.
  • Coordinated development of Virginia Inland Port, west of Washington, DC, a concept still unique to industry.
